1864 Two penny coin ![]() First coin stamped with the motto "In God We Trust" In 1863, Treasury Secretary Salmon P. Chase proposed the motto "In God We Trust" appear on all coins minted in the United States. Congress must approve all coins and mottos, which it did in the Coinage Act of 1864, putting the words on both the one-cent and two-cent pennies.
